Realization of educational activity in the National aviation university is carried out in accordance with the license of Ministry of education and science series ј¬ є 482350, date of receipt 08.09.2009

The rules of acceptance are worked out by the Admission Committee of the National aviation university in accordance with Terms of acceptance to the higher educational establishments of Ukraine, ratified by the order of Ministry of education and science of Ukraine є 873 from September, 18, 2009 and registered in Ministry of justice of Ukraine є 930/16946 on October, 6, 2009.

. In general

1.1. The National aviation university announces an enlistment for preparation of specialists with higher education on educational-qualification levels, directions of preparation, specialities in accordance with a license within the limits of the licensed volume, including the Zhytomyr military institute n.a. P.  orolТov (Zhytomyr) and Department of the aviation-technical and aviation airdrome providing of the Zhytomyr military institute n.a. P.  orolТov (studies are in Kyiv) and higher educational establishments of - accreditation levels: College of information technologies, geodesy and land management (Kyiv), Industrial-economic college (Kyiv), VasylТkivsТky college (VasylТkiv), Slavic college (SlovyansТk), KryvorizТky college " RјUSS" (Kryvy Rih), Krementchuk flying college (Krementchuk).

1.2. The citizens of Ukraine, foreigners, and also persons without citizenship, which live on territory of Ukraine on legal grounds, have a corresponding educational (educational-qualification) level and expressed a desire to get higher education, are accepted to the National aviation university.

1.3. Acceptance to the National aviation university on all educational-qualification levels is carried out on a competition basis regardless of sourcing.

1.4. Acceptance of foreign citizens is carried out within the limits of the license volumes.

1.5. For applicants which need settlement in a dormitory during an entry and enrolment on the first course, grant of places in a dormitory is guaranteed.

2. Requirements to the education level of applicants

2.1. To achieve the educational-qualification level of bachelor persons with complete general secondary education are accepted.  

2.2. To achieve the educational-qualification level of specialist persons which got the educational-qualification level of bachelor (see addition 1) are accepted.

2.3. To achieve the educational-qualification level of master persons who got an educational-qualification level of bachelor or specialist are accepted. Acceptance on preparation of educational-qualification level of master on the basis of the obtained educational-qualification level of specialist is carried out for the account of physical, legal personsТ money (see addition 1).

2.4. The National aviation university accepts on the second (third) course with the normative term of studies at vacant places within the limits of the licensed volume persons which got the educational-qualification level of junior specialist, on a certain (vacant) place capacity for the acceptance of educational-qualification level of bachelor on condition of entry on related direction of preparation (see addition 3).

2.5. The national aviation university carries out the acceptance of students on senior courses in order of reclassifying and renewal within the limits of vacant places of the licensed volume in accordance with Statute about the order of reclassifying, expell and renewal of the students of higher educational establishments, ratified by the Department of education of Ukraine Order #245, July, 15, 1996. Exceeding of the licensed volume is assumed only in the case of renewing the persons which return after academic vacation.

3. Financing of specialistsТ preparation

3.1. Financing of specialists preparation in the National aviation university is carried out:

• for the account of state and local budgets Ц for the government order;
• for the account of state targeted reduced long-term credits;
• for the account of physical, legal personsТ money.

3.2. The citizen of Ukraine has a right to get higher education free on competitive basis, if the citizen obtains a certain educational-qualification level for the first time.

3.3. The citizen of Ukraine has a right to get higher education free on the second direction (speciality), if he lost the opportunity to carry out official or post duties on his/her earlier qualification on the state of health that is confirmed by the conclusions of medical-social expert commission.

4. Terms of acceptance of application forms and documents, entrance examinations, competitive selection and acceptance of applicants

4.1. Acceptance of application forms and documents, entrance examinations, competitive selection and acceptance of applicants on the basis of complete general secondary education is conducted in such terms:

 5. An order of application form and documents acceptance for entering the higher educational establishment

5.1. Applicants personally hand in an application about entering the National aviation university, in which they specify direction of preparation (in the case of entry on studies for the receipt the educational-qualification level of bachelor) or speciality (in the case of entry on studies for the receipt the educational-qualification level of specialist, master) and form of studies.

5.2. An applicant adds to the application form the following:

• a document of state standard about the educational (educational-qualification) level obtained before, on the basis of which an applicant enters the higher educational establishment, and appendix to it, whether originals or notarized copies;
• medical certificate form 086-о or its copy;
• copy of certificate about the appropriation of identification code;
• six coloured photographs (size 3х4 cm).

While accepting in order of reclassifying and renewal the academic certificate about unfinished higher education of standard pattern is also added.

For applicants after direction 6.070102 Aeronavigation (flying) a medical certificate copy about absence of contra-indications to the studies on the indicated direction is obligatory. Passing of flying-medical commission and receipt of medical certificate takes place July, 15 to 30, 2010 in the Medical center of the National aviation university.

5.3. Applicants which enter on the basis of complete general secondary education additionally give the certificate of the Ukrainian center of education quality evaluation (or its copy), given out in a passing year, with estimations in objects determined by the rules of acceptance to the National aviation university for a competitive selection about the entry on select direction of preparation. Applicants who give a certificate with the amount of marks at certain objects determined below by these Rules of the marks minimum, are not allowed to participate in the competitive selection.

5.4. Persons with the limited physical abilities (invalids of I and groups, children-invalids) submit documents, which certify their right to pass the entrance examinations in the National aviation university.

5.5. Persons, which did not participate in an external independent evaluation, submit documents, which certify their right to pass the entrance examinations in the National aviation university:

servicemen of Ukrainian national defence forces, other military formations formed in accordance with the law of Ukraine, and also law enforcement authorities of special purpose and Government special transport service, exempted from military service in the year of entry to the higher educational establishment;

servicemen of junior, non-commissioned officer and sergeant major category, which pass military service by contract - when entering the extra-mural courses;

persons, which have diseases, indicated in the list of diseases, that can be an obstacle for passing the external independent evaluation, set by the Department of Education and Science of Ukraine and Ministry of Health of Ukraine, for which the Ukrainian center of education quality evaluation can not provide the  independent external evaluation of educational achievements.

5.6. Admission Committee carries out verification of the Ukrainian center of education quality evaluation certificate accordance to the database of this center and participation of applicants in the external independent evaluation. Written confirmation the Ukrainian center of education quality evaluation of disparity of certificate is the reason to refuse the university applicants to participate in a competition and enrolment on the studies. In the case of enrolment of such university applicants an order about the enrolment is cancelled.

5.7. Admission Committee examines documents of applicants and makes decision about admitting to participate in a competitive selection to entry the higher educational establishment.

5.8. A fact of applicantТs acquaintance with the rules of acceptance, present license and certificate about accreditation of corresponding direction of preparation (specialities), and also applicantТs consent to promulgate the results of external independent evaluation (introductory tests) and presence of grounds for the entry beyond the competition is fixed in the applicantТs application form and is confirmed by his own signature.

5.9. The passport of Ukrainian citizen, passport of Ukrainian citizen for departure abroad or other document, which certifies a person and citizenship (a birth certificate for persons, which do not have a passport due to age), and military ticket (a certificate about a postscript to the draft office) and documents which confirm his/her right to entry, an applicant presents personally.

5.10. Persons which enter the preparation on the government order on the terms of a special purpose acceptance according to the set quotas, add the referral, given out by the corresponding educational authorities of the Cabinet Council of Autonomous Republic of Crimea, regional, Kyiv and Sevastopol municipal state administrations, and also by ministries, other central executive authorities, enterprises, organizations, establishments, which concluded contracts with the National aviation university under the Ukrainian law "About the status and social defence of citizens which suffered from the Chornobyl' catastrophe".

 5.11. Accepting on studies for the receipt of educational-qualification levels of specialist, master on the basis of base or complete higher education the persons which give a document about the obtained abroad educational-qualification level, the procedure of nostrification of the document about the obtained educational-qualification level which is conducted by Department of education and science of Ukraine in accordance with established procedure is obligatory. The nostrification of these documents is carried out during first-year of studies.

5.12. All documentsТ copies are notarized after originals in the National aviation university or in the order set by legislation.

5.13. Applicant personally in terms of documents acceptance, gives (presents) documents which give a right to entry in the order of targeted acceptance, in non-competitive way, on interview results, which certify achievement of prominent success in the study of profile objects, which give a right to be accepted primarily at identical competitive marks. Applicants have a right to give to the Admission Committee other additional documents, which, on their opinion, can be taken into account at a competitive selection.

6. Introductory tests and competitive selection

6.1. For the competitive selection of persons which enter the National aviation university on the basis of complete general secondary education to achieve the educational-qualification level of bachelor, the marks of the Ukrainian center of education quality evaluation certificate given out in a passing year, are counted from objects, determined by the List of competitive objects in the Ukrainian center of education quality evaluation certificate (entrance examinations, creative competitions) (see addition 3), by which profile and non-profile objects, the least of marks of certificate on profile general objects with which an applicant is admitted to participate in a competitive selection, are also determined. An applicant is admitted to participate in a competitive selection, if the amount of marks at general objects is not less than 124.

6.2. For the competitive selection of persons which enter on the basis of complete general secondary education to achieve educational-qualification level of bachelor, the middle mark of the document about complete general secondary education with round-off to tenth parts of marks (on a 12-ball scale) by adding to the sum of certificate marks on competitive objects (results of introductory tests) is taken into account. Marks from the document about complete general secondary education, which are proposed on a 5-ball scale, are taken into account in the following way: "3" answers "6", "4" answers "9", "5" answers "12" (When using the other scales of evaluation the count order is determined by the Admission Committee).

6.3. The competitive mark of person which enters on the basis of complete general secondary education is calculated as a sum of marks at objects from the Ukrainian center of education quality evaluation certificate determined by the rules of acceptance to the National aviation university, middle mark of the document about complete general secondary education, results of creative competitions and entrance examinations in the cases foreseen by these rules which are estimated on the scale from 100 to 200 marks.

6.4.  

6.5. For persons, which enter to achieve the educational-qualification level of bachelor at directions of preparation "Journalism", "Architecture" and "Design", the marks of the Ukrainian center of education quality evaluation certificate, given out in a passing year, from Ukrainian language and literature, mathematics or history of Ukraine (depending on direction) and results of creative competition are set off.

Introductory tests are carried out in accordance with "Statute about the order of the introductory tests realization", which is approved by the rector of the University.

Retaking of introductory test to increase the marks is not allowed.

6.6. The programs of creative competitions are developed and approved not later than four months prior to beginning of the documents acceptance. Tasks which are beyond the scope of the noted programs are not permitted in the creative competitions. The programs of creative competitions are announced on informative stands and web site of the National aviation university.

6.7. University applicants which expressed a desire to enter on directions where preparation of specialists is carried out in English, pass additional tests at English language. Marks at the additional tests for applicants on the directions where preparation is conducted in English does not influence the competitive mark of applicant, but it is only the recommendation to the studies in the English-language groups after the directions stated below:

Upon condition of passing the external independent evaluation at English an applicant with marks higher than 124, doesnТt pass the additional tests to study in the English-language groups.

6.8. For the competitive selection of persons while accepting on studies for the receipt of educational-qualification level of specialist, master the personal rating of every applicant is used.

Determination of rating is carried out on the basis of marks, got by an applicant for all previous period of studies at a corresponding educational-qualification level at educational disciplines, educational and production practices, state attestation, professional introductory tests, participating in the advanced study and others. Thus marks, got for implementation of term papers and projects, are not taken into account, because they are the constituents of corresponding disciplines.

For applicants on the educational-qualification level of master on the basis of base higher education the passing of the introductory examination at a foreign language, the mark at which is the constituent of the personal rating, is obligatory.

The programs of the professional introductory tests are developed for every speciality (direction), approved in the set order and announced to the applicants not later than two months before the beginning of documentsТ acceptance.

Programs of entrance examinations on a foreign language (English, German, French, Spanish) for applicants on the educational-qualification level of master on the basis of educational-qualification level of bachelor are announced to the applicants not later than two months before the beginning of documents acceptance. 

6.9. Persons which did not appear to the entrance examinations and creative competitions without reasonable excuse in the appointed time, persons which knowledge was estimated by marks lower than those set by the Rules of minimum level, and also persons which took away the documents after the date when the documentsТ acceptance was over, are not allowed to participate in the next entrance examinations, creative competitions and in the competitive selection.

6.10. Appeals on the results of entrance examinations, creative competitions which are conducted by the higher educational establishment, are considered by the review board of the National aviation university, composition and working order of which is approved by the order of the rector. Appeals on the results of introductory tests are conducted in accordance with the "Statute about the order of presentation and consideration of appeals", approved by the rectorТs order.

On results of the introductory tests and creative competitions a reasonable appeal addressed to the responsible secretary of Admission Committee is given personally by the university applicant to 17.00 in the day of announcement of the test results. The review board session are held in the day of appealing. Such persons are invited to the meeting: university applicant, teachers which checked the work, head of the subject commission and members of the review board. Third persons (including the parents of the university applicants) to the appeal consideration are not assumed. On the meeting the university applicant reviews the tested work and gets explanation about the errors and remarks. If the university applicant disagrees with the got mark after corresponding explanations for the second time, his work is passed to be reviewed by the member of the review board. After a careful acquaintance with the university applicantТs work the member of the review board estimates it and lights up the conclusions in a review. The results of the review board meeting and review are passed for the review board consideration.

7. Targeted acceptance to the National aviation university

7.1. Targeted acceptance is organized:

in accordance with the paragraph 6 article 22 Laws of Ukraine "About the status and social defence of citizens which suffered from the Chornobyl' catastrophe" the persons which suffered from the Chornobyl' catastrophe, which live on territories of radioactive contamination and sent to the studies due to the plan of the targeted preparation or agreements with the enterprises, are accepted beyond the competition when presenting the Ukrainian center of education quality evaluation certificate with the amount of mark level not below than that set by these Rules;  

in accordance with the Cabinet of Ministers of Ukraine decision from 29.06.99 є 1159 "About preparation of specialists for work in rural areas";

in accordance with Agreement between Main administration of Ukrainian pension fund and the National aviation university "About preparation of specialists for the Pension fund of Ukraine".

7.2. The set quotas of targeted acceptance are declared with a government order volume on preparation of specialists to every direction of preparation.

7.3. Participants of targeted acceptance, foreseen by the Cabinet of Ministers of Ukraine decision from 29.06.99 є 1159 "About preparation of specialists for work in rural area", are accepted by a separate competition on studies on the receipt of educational-qualification level of bachelor. A competition takes place due to the sum of the collected marks.

7.4. Persons which are not accepted to the targeted places by a separate competition can participate in the competition on general principles.

8. Enrolment after interview

8.1. Persons, which are given a right by the Law of Ukraine "About the status and social defence of citizens which suffered from the Chornobyl' catastrophe", are accepted to the National aviation university on results of the interview.

8.2. The programs of interview with the noted categories of persons are asserted by the head of Admission Committee.

8.3. Persons which are not recommended to be accepted on studies on results of the interview have a right to participate in a competition on general principles, if they gave to the Admission Committee the Ukrainian center of education quality evaluation certificate with the amount of marks, not less than those set by the Admission Committee on competitive objects.

9. Acceptance of the applicants on the basis of complete general secondary education, which attained prominent success in the study of profile objects

9.1. Participants of international Olympiads, prize-winners (persons, awarded with the diplomas of I - III degrees), of the V stage of the All Ukrainian Student's Olympiads on the base objects which are determined as profile for an entry on corresponding directions of preparation (specialities) are accepted to the National aviation university on condition of presentation of the Ukrainian center of education quality evaluation certificate with the amount of marks not below minimum level for admitting to participate in a competitive selection, including: 

• bases of informatics - when entering the directions "Applied mathematics", "Computer science", "Computer engineering", "Programmatic engineering";
• bases of economy - when entering the directions (specialities) of knowledge area "Economy and enterprise";
• bases of jurisprudence - when entering the directions (specialities) of knowledge area "Law";
• history - when entering the directions (specialities) of knowledge area, for which an object "History of Ukraine" is determined as profile;
• biology and ecology - when entering the directions (specialities), for which objects "Biology", "Chemistry" are determined as profile.

9.2. Such right is given to the prize-winners of All Ukrainian Olympiads and participants of international Olympiads which took place in a passing school year, after a list determined by the Department of education and science of Ukraine.

10. Non-competitive nomination

10.1. Such persons are accepted by the non-competitive nomination:

• persons, which have such right due to the Law of Ukraine "On status of veterans of war, guarantees of their social protection";  
• children-orphans and children, deprived of the paternal caring, and also such persons in age from 18 to 23 years due to the Cabinet of Ministers of Ukraine decision from 05.04.94 є 226 "About the improvement of education, studies, social protection and material security of children-orphans and children, deprived of the paternal caring" (with changes);
• invalids of I and II of groups and children-invalids under the age of 18 years, which are not contra-indicated to studies at the selected direction (speciality), due to the Law of Ukraine "On bases of invalids social security in Ukraine";  
• persons, which are given such right due to the Law of Ukraine "About the status and social defence of citizens which suffered from the Chornobyl' catastrophe";
• children, whose parents died or became invalids on the coal enterprises, when entering on studies at mining specialities due to the Decree of the President of Ukraine from 19.05.99 є 524 "About a state help for the children which study at mining specialities whose parents died or became invalids on the coal enterprises";  
• children of the servicemen of Ukrainian national defence forces, other military formations, workers of law enforcement authorities, which died during implementation of their official duties, due to the Decree of the President of Ukraine from 21.02.2002 є 157 "About additional measures on strengthening of caring about the defenders of Motherland, thir legal and social security, improvement of the youth military-patriotic education";
• members of families of miners and mine-rescue workers, which died in result of the accident at a leased enterprise "Mine n.a. ќ.F.ZasyadТko", according to addition 6 to the Cabinet of Ministers of Ukraine decision from 09.01.2008 є 6 "Some questions of members of families of the lost miners and mine-rescue workers social security";
• persons which are given such right due to the Law of Ukraine "On the increase of the miner's labour prestige". 

10.2. The noted persons are accepted by the non-competitive nomination only on condition of presentation of originals (the application form and documents for an entry) of the Ukrainian center of education quality evaluation certificate (receipt of corresponding marks amount on introductory tests, that are conducted by the higher educational establishment) not less than that set by these Rules of the least marks amount and other documents which certify a right to be accepted by the non-competitive nomination.

15. Corrections of the recommended for nomination list

15.1. After finishing the term of studentsТ choosing of university (5 calendar days) selection committee realizes corrections of the recommended for nomination list:

Announces the list of earlier recommended entrants, who fulfilled all nomination requirements;

Recalls recommendations given before for students, who did not fulfill all nomination requirements;

Forms new lists of recommended persons, who did not receive recommendations earlier, but who fulfilled all nomination requirements taking into consideration rate list of entrants for available places.

15.2. After fulfilling all requirements for nomination to university by entrants on a government order basis lists of recommended for studying on judicial or physical person funds entrants are formed.

Entrants whose recommendations for nomination on a government order basis was recalled can be recommended for nomination on judicial or physical person funds.

The latest term for fulfilling all requirements for nomination on judicial or physical person funds Ц August, 25.

15.3. Corrections of recommendations for nomination can be realized by selection committee 

 15.4. Announcing of the lists of entrants recommended for nomination is realized according to the chapter 13 of these Rules.

16. Nomination order

16.1. Nomination orders are granted by rector after fulfilling nomination requirements by entrants according to the form, prescribed by Ministry of Education an Science of Ukraine, and are announced on the information desk of selection committee and on a National Aviation University web-site.

16.2. Orders about nomination for studying on a base of secondary education are sent to the Ministry of Education and Science of Ukraine in a written and computer form and in computer form to the Ukrainian Education Quality Assessment Centre.

16.3. Decision about nomination of entrant on a base of state purpose-oriented favorable long-term credit is taken on a base of entrant statement presented to the selection committee taking into consideration results of the competition respectively to funds allocated for University.

17. Peculiarities of nomination for studying of foreigners and persons without citizenship to universities of Ukraine

17.1. Nomination of foreigners and persons without citizenship is realized in accordance with the Law of Ukraine УAbout legal status of foreigners and persons without citizenshipФ (changed), PresidentТs decree from 25.03.94 є112 УAbout measures concerning development of economical cooperation of Ukrainian regions with contiguous regions of Russian FederationФ and from 03.06.94 є271 УAbout measures concerning development of economical cooperation of Ukrainian regions with contiguous regions of Byelorussia and administrative territorial units of Moldova RepublicФ,  Cabinet of MinistersТ Decree from 26.02.93 є136 УAbout studying of foreigners in UkraineФ (changed) and from 5.08.98 є1238 УAbout confirmation Statute about nomination of foreigners and persons without citizenship for studying in universitiesФ. Foreigners, who receive state scholarship on a base of international statements, national programs and other international obligations of Ukraine, are accepted for studying on a base of directions of Ministry of Education and Science within amount of state orders.

17.2. Foreigners of Ukrainian origin who received directions for studying from Ukrainian national cultural institutions, while entering on a departments concerning УArtФ, УHumanitiesФ, УJournalism and informationФ, УSocio-political scienceФ have the same rights as Ukrainian entrants, including entering on a state order. They take part in a competition for nomination to university with the marks from the Ukrainian education quality assessment center certificate or with the marks of entrance examination (creative competitions) according to the item 5.5 of this Statute.

17.3. While entrance on the other professions (specialties) foreigners of Ukrainian origin, who received directions for studying from Ukrainian national cultural institutions have the same rights as Ukrainian entrants if they took part in international competitions on the general subjects, entrance exam of which is determined by this Statute as profile for the entrance on the professions (specialties) chosen by the entrant.

18. Additional nomination to National Aviation University and saving of entrantsТ works.

18.1. Persons who did not visit classes more then 10 days without lawful excuse, are expelled from the National Aviation University. For filling free places there is additional nomination on a base of competition of persons, who gave Ukrainian education quality assessment center certificate (passed entrance examination of the National Aviation University and did not get enough marks during the competition)

18.2. Entrants works (including oral answer preparing sheets , interview sheets), made during entrance examination, creative competitions, profession tests, interviews, who were not accepted for studying, are saved one year and then undone. Report on this matter is drawn up. If this entrant is recommended for accepting to another university on the base of results of current entrance examination, his works are sent to this university if inquiry is received.

 19. Providing of openness and transparence while accepting to universities.

19.1. Public institutions representative, who were given the right to observe work of the selection committee by Ministry of Education and Science of Ukraine, have a right to be present on the selection committee meeting. The selection committee should provide with appropriate conditions for public observers presence on these meetings and give them an opportunity to acquaint with papers that are given to the members of committee before meeting.

19.3. Usually the head of the selection committee announces about meeting of the committee on a day before meeting, in some special occasions Ц in a three hours before meeting. This announcing and announcing of agenda of the meeting is public.

19.4. Presentation of doubtful personal information, doubtful information about the right to be accepted without competition, the right to be accepted firstly, the right to be accepted on a base of interview, doubtful information about previous education, about passing of external tests by entrant is a reason for expulsion from the university.

19.5. Public informing about rules of university application presentation is realized with the help of informational system УCompetitionФ. The selection committee updates УcompetitionФ information daily.
