Volodymyr Kharchenko is Dr. of Science (Engineering), professor, the State prize winner in the field of science and engineering. He was born on April 15, 1943 in Oratov, Vinitsa region. The vice-rector V. Kharchenko has higher education, in 1967 he graduated from Kiev Institute of Civil Aviation Engineers. Speciality - radio engineer. After graduating from Kiev Institute of Civil Aviation Engineers worked as engineer in aviation teams. Since 1970 he has been an employee of Kiev Institute of Civil Aviation Engineers, which was renamed into Kiev International University of Civil Aviation in 1997. He has passed a long way including the post-graduate student, younger and senior staff scientist of a research bureau then associate professor and professor of the chair. In 1981 he took the Candidate of Science degree. In 1983 V. Kharchenko was given a rank of the senior staff scientist and in 1987 - associate professor. Since 1994 he is Dr. of Sci. (Engineering), professor. Since November 2000 Volodymyr Kharchenko has been the head of air navigation systems department. He has held the position of the vice-rector of the University on scientific work since December 2001.
On the basis of his own researches related to the decision-making problems of assessment and controlling the efficiency of the poliergatics systems, ICAO International Standards and Recommended Practice V. Kharchenko has developed new educational courses: "Methods and means of air navigation flight service" and "Aircraft maintenance". V. Kharchenko has introduced the TRAINAIR methodology into the syllabus of the department.
Volodymyr Kharchenko is concerned with the problems of assessment and controlling the efficiency of the poliergatics systems, elaborating intelligent devices for air traffic control systems and automatic decision-making in conflict situations, developing airspace systems information technologies, elaborating and optimizing air-navigation flight service in Ukraine on the basis of satellite systems CNS\ATM. His works have been published both in Ukraine and abroad.
V. Kharchenko is the author of more than 200 published scientific works, including his monograph, textbooks, manuals and articles. He is the Advisor of the State Aviation Administration of Ukraine, is busy with Satellite technologies introduction in Ukraine, participant of the working groups sessions of the European\North Atlantic ICAO bureau in such themes as: "National planning of global satellite systems CNS\ATM development" and "Air navigation planning".
